Tagging as 4.1.2, more fixes, feature to disable snapping, new starting positison

    - Added missing locale
    - Adjust .toc for next release
    - Adjusted initial positions of the bars to not overlap
    - Added small popup in unlock mode that allows you to disable snapping and lock the bars again without opening the config
    - Simplify the refreshing of the visibility header on lock/unlock
