ACD: Don't show tooltip if there's no text to display #481

    Currently, ACD will show a tooltip containing the `.name field and then either the .text, .desc or .usage fields. However, if the latter fields are empty/missing, the tooltip is  still shown with just the .name field. This is redundant, since the element is already labeled with the .name field. Can we check those values before showing the tooltip?
