1085 - Buffs "above" stack rows improperly, leaving space below

What steps will reproduce the problem?

when buffs are set to "above", stack enough buffs on yourself until it forces the buffs to go into 2 rows.

What is the expected output? What do you see instead?

the rows should stack one on top of the other perfectly. but instead, they are moved up with a big space underneath.

What version of the product are you using?

3.1.2 Release

Do you have an error log of what happened?

    Already reported... Buffs above frame is totally glitched...
