414 - 3.6.17 low level spam blocker blocking all incoming

What steps will reproduce the problem?
1. Send a tell to a same-realm high level player while having the example low level blocker filter enabled.
2. Have them reply but also notify you of their reply on a custom or other public channel.
3. Blocked whispers counter goes up, no incoming whisper received.

What is the expected output? What do you see instead?
Expect incoming whispers from high level players to come through unimpeded.

What version of the product are you using?
3.6.17 release

Do you have an error log of what happened?
There are no lua errors, it's probably a sideeffect of unitname API changes in recent wow patches.

Please provide any additional information below.
This is as much a note to myself to remember to trace the problem while taking into account any interference from LibChatAmbiguate that I'm also using.
