22 - Custom Timescale

What is the enhancement in mind? How should it look and feel?

Add support for partial seconds on timeline.

Please provide any additional information below.

I would love to be able to see my recast now "time marks" which in my case are not even numbers.

As an example, Shadow Priests have weird timing marks, such as:
VT - recast at 1.2-1.5sec
SWP - refresh at 2.5-3sec

So if could make a list of marks like "1.2, 2.5, 5.5, 18" that would be special.
