78 - Recount was disable and i can no longer enable it

Description
My recount is no longer functioning at all, ive tryed uninstalling and reinstalling but nothing ive done has been able to restart it.
Steps to Reproduce
When i was doing something a box poped up and said that recount prevented something from happening and then it gave me the option to disable recount or not and i accidnetally disabled it, and im no long able to enable it.
