653 - Unknown persons in recount

Description
I stand in a capital. No battle. But my recount recieves some numbers of damage from other person. No group, no raid. I check the place where that person is: the other continent. Yow could it be? Wrong settings? A bug? Thanks.

I don't know how to reproduce the issue. It happens unexpectedly.
