1037 - Clamp To Screen should be checked by default
What steps will reproduce the problem?
1. after a new install, cleanup of cache/WTF etc, recount appears in the middle of the screen but it does not stay clamped to the edges, and it is harder to position properly. Who in their right mind would want the window partially or fully OFF the screen? It makes no sense. The default should be "clamped to screen".
