430 - Track potion usage

What is the enhancement in mind? How should it look and feel?
I'd like to see a feature that tracks potion usage of all group members. After each boss fight it should report which players didn't use a pre-potion or combat potion.

Please provide any additional information below.
By default, this new feature should be disabled. It should be possible to enable it depending on group type and difficulty (e.g. only report in challenge mode dungeons and heroic and mythic raids).
If enabled, it should only report on kills by default. But an option to also report on wipes should be available.
Reporting should provide the usual options (self, raid, ...).

On ENCOUNTER_START, it would check for active potion buffs on all raid members to check pre-potions. ENCOUNTER_START also provides the group type and difficulty information. During the fight, potion usages can be tracked by combat log cast events. Reporting should be on ENCOUNTER_END, which also provides the kill/wipe information.
