237 - Verticle Text Alignment

What is the enhancement in mind? How should it look and feel?
When using (vertically) large bars, the text on the bar be alignable to the top, center or bottom of the frame.

Please provide any additional information below.
Currently I'm using a blank bar with the character name on it (standard font with outline and scaled to 85%) and it does not seem to be centered as there is a lot space available above but it overlaps with the health bar below. If the text is currently vertically centered, maybe a slider for y-offset is needed.
