1170 - Animate option causing bars to not update correctly

What steps will reproduce the problem?

1. Check the Animate option for a layout effecting the player/target/tot/focus/focustarget
2.Queue for LFR
3.Get in combat with an enemy mob

What is the expected output? What do you see instead?

The animate option is supposed to cause health/power bars to move smoothly as they increase or decrease. When the option is not checked the bar moves in intervals rather then a smooth transition. (this is all correct behaviour)

However I have noticed that during LFR (specifically on trash mobs) the bars are not animating at the correct rate. Often I see the mob at 20% HP with the health bar at the half way point on the frame. The bar appears to be updating to the correct position slower then the mob is actually losing it's HP.

I have only really noticed this on LFR and during trash. Assuming this is only occuring in places where the mob might lose hp very rapidly. I have replicated this issue on the health of my target frame, target of target frame, focus frame, and focus target frame.

Shutting off the Animate option on the layout of these frames fixes the issue.
