1107 - Border options

I was really hoping Pitbull had some more border options, here is some i would like to see be implemented:

1. Ability to place border ABOVE bars, but UNDER icons such as Buffs, debuffs, Main tank, Resting icon, etc.
2. Wider range of Size and padding (currently limited to size 30, and padding -10 through 10)
