1 - Locking a frame prohibits mouse interaction
What steps will reproduce the problem?
1. Take a LSF Frame, like BetterQuest's tracker frame
2. Lock it
3. Try to interact with the frame by mouse
What is the expected output? What do you see instead?
Locking the frame should prevent it from being dragged, not from any mouse interaction. After BetterQuest's Tracker you can't fade it in anymore or use the quest menu, or even (un)collapse any items, because mouse support gets disabled.
What version of the product are you using?

Nope, no syntax errors

I thought it was a BetterQuest error, so I filed it at http://www.wowace.com/projects/better-quest/tickets/13-locking-the-tracker-frame-prohibits-tracker-changes/ before.
I took out the EnableMouse(false) calls from Lock() locally, which relieved the problem. Frame was undraggable but I still could interact with it.
