4 - Button level handling flawed
What steps will reproduce the problem?
1. Call different SetFrameLevel() on the menu. If the second call is sufficiently higher than the first, buttons will be lower than the menu.

What is the expected output? What do you see instead?
Effect is that one can only see the backdrop and all other stuff, text, highlights are invisible because lower, it also becomes unclickable for this reason.

Fix is to make sure that the relative frame levels are correct when opening a menu, after potentially recycling one.
