31 - TalentSpec dogtag doesn't work on other players

What steps will reproduce the problem?
1.  Using [TalentSpec] dogtag in TargetInfo module doesn't show talent spec when targeting other players.  
2.  Got LibTalentQuery like you suggested and that allowed it to work in PlayerInfo module and TargetInfo when targeting myself, but still doesn't work when targeting other players.

What is the expected output? What do you see instead?
I expected it to show the talent spec of other players when I target them.  Instead nothing is shown.

What version of the product are you using?
Using the 5.3 version,

Do you have an error log of what happened?
No.  How would I make one?
