53 - Tiled textures not colored

What steps will reproduce the problem?
1. Create a panel, set its texture to tiled.
2. Specify blend and a background color for the panel.

What is the expected output? What do you see instead?
The texture should be colorized according to the background color. It is not. When turning off tiling, the texture instantly colorizes accurately.
