104 - Unable to click off buffs.

What steps will reproduce the problem?
1.Any Clickable Buff (i.e Cast Ice Block)
2.Try to click off Ice Block
3.Nothing Happends

What is the expected output? What do you see instead?
Buff should be removed

What version of the product are you using?
Latest Release

Do you have an error log of what happened?
No

Please provide any additional information below.
Seems Buffs that should be clickable to remove aren't working
