3 - Add disease strength tracking

Basic disease strength tracking has been added in the latest alpha:

The disease strength tracking is enabled by default.  You can adjust this and the threshold percent in the options.

Every time diseases are applied or refreshed on a target the addon notes the calculated tick value.  If the estimate value of a new disease is the same or less, the disease timer numbers remain white are they are now.  If the estimated strength is greater, they turn yellow.  If the estimated strength is greater than the threshold percent, then it turns red.  If the threshold is 20% then re-applying the diseases would need to result in a 20% increase in the disease damage for the numbers to turn red.

Disease Timer Numbers:

White: Same or less damage
Yellow: Damage increase
Red: Damage increase is greater than the threshold

This is my first attempt to add this feature but hopefully do so without complicating the UI.  I'm looking for feedback though.  I think the goal is keep it simple but also to let the player know when to re-apply diseases.  It comes down to whether the UI shows enough info to decide if re-applying the diseases is worth the current cost.
