78 - Advanced anchoring

Add additional tab f.e called 'Position' to bar options.
- Including a drop down menu or field to choose a specific anchor point ("TOP", "CENTER", "TOPLEFT", etc.)
- a field to allow anchoring to specific frames (empty = UIParent).
- another two fields for x and y offset (relative to the anchor point) - don't limit it to integer values, allow a function, too.
- maybe two horizontal scrollbars to adjust the current anchorFrame position.

This should allow us to create a more dynamic UI.
