189 - Option to set alpha of chat tabs

What is the enhancement in mind? How should it look and feel?
Basically an option to force the Chat tabs to always show.
Add slider for Alpha of chat tabs from 0 to 1.  This would let people set the tabs to not disappear.

Please provide any additional information below.
