Set up a bar to fade out, with Fade Out Delay set to 1.

"Fade Out Delay" should affect the time it takes for a bar to fade out only. Instead, it is also adding a delay to the bar fading in..

I believe this to be a defect, as one wouldn't expect fade OUT delay to effect when the bars fade in. However, I could see people wanting to be able to set a fade in delay, so perhaps an added option for this would be nice to have. Personally, I want my bars to appear instantly when I mouse over, and on a delay when I mouse off.
