619 - Project panel not updating

Project Panel not being shown, and project completion info not being updated, when fragments for a project for a new race are acquired.

    Definitely still a problem in 7.0.3.14.

    I just started on Azsuna today and I couldn't figure out why I had only a Demon project showing and no Highborne ones. I thought I just wasn't learning any projects yet because every time I dig, it outputs "None discovered".

    Finally, I went into the default UI and saw that I was almost capped on fragments and did in fact have a Highborne project to work on, and solved it from there.

    I learned in the last couple weeks to get around the issue with the window disappearing after solving with a reloadui, so I did that. After a reloadui, the next Highborne project did show up in Archy. I solved it, and then the Highborne project row disappeared again. I'm guessing the whole window isn't disappearing like the last couple weeks because now I have this partially finished Demon project keeping it open.

    However, a reloadui is not bringing the Highborne project row back, only as mentioned in other bug reports, turning off the continent filtering. The difference this time though is that the first time after reloadui I had enough fragments already to solve it. This time I am at 46/100 and only one keystone to bring it to 52/100. Edit: I just went and got enough fragments to solve the project I was working on, reloaded, and it still did not come back, so having enough fragments to solve it doesn't seem to be the key.

    The tooltip from the Broker plugin is not displaying any Highborne information at all, either.
