48 - disable all does not disable very last addon?

What steps will reproduce the problem?
1. press enable all
2. press disable all
3. last addon '<dbm> zull gurub' is not disabled...

What is the expected output? What do you see instead?
disable all should disable all

What version of the product are you using?
latest
