Detach cast bars and buffs inside party frame #1949

    I would like to be able to detach (not remove) the cast bar from the target frame. I want it to be outside of the target frame.

    Also it would be very nice to be able to place buffs/debuffs INSIDE of the party frames instead of below/above/next to.
