Quartz bar strata sets it behind other addons in Classic #276

    Something changed and won't allow me to have the quartz bar in front of other addons. It would be great to have the option or just a hard update to have quartz show up in front of other UI elements. Here's a before and after picture of my situation: https://imgur.com/a/A7aYEGI
