NPC crafted locked cuts show materials count again.  
Create buttons now work with NPC crafted cuts showing.

Fixed issue where NPC JCs designs would appear as if player owned the designs.  
NPC JCs designs are now shown without other designs not known by the NPC.  
Currently, locked designs from the NPCs will not show any quantity of cuts available.  This will be replaced in the future with a new filter to show or hide locked designs.
