77 - Waypoints not working

What steps will reproduce the problem?
1. manually enter waypoint using the /way command

OR

2. use an addon that automatically feeds waypoints to Cartographer

What is the expected output? What do you see instead?  The Cartographer waypoint arrow does not show up, instead a square block of white pixels flashes briefly where the arrow should be.

What version of the product are you using?
2.3.6

Do you have an error log of what happened?
Swatter reports no errors.

Please provide any additional information below.
Tried disabling all addons except Cartographer, then with Cartographer and Swatter only.

edit: reverting to 2.3.5b causes the square block of white pixels to remain on screen.  this is (sort of) improved behavior.  still no stubby errors.

edit: using the libs from 2.3.5b with the 2.3.6 release gives me this error from Stubby:
