Shefki:
    - Apparently the DAY_ONELETTER_ABBR is still wrong in deDE locale.  Remove only the Wrath fixes that aren't needed and fix the broken logic to enable this fix in deDE.
    - Revert "Remove some fixes that only applied to pre-Cataclysm clients."
    This reverts commit 77b8be1357ddde88d840271396e8aeb09b9b9b9a.
    - Change the permissions on the files to match the launcher changes them to.
    - Only tonumber the wow_build variable once.
    - Bump the TOC for 5.0.4
    - Reformat the whisper fix so it matches the formatting of the rest of the file.
    - Turning off the whisper fix in MoP as it is confirmed fixed. Turning off the QuestPOI fix in MoP as it is confirmed fixed. Update that InterfaceOptionsFrame bug still exists in MoP.
    - Workaround the PlayerTalentFrame nil error in the Glyph UI in 5.0.4.
    - Remove some fixes that only applied to pre-Cataclysm clients.
