Kyle Buller:
    - Bump the TOC for 7.0
    - Tweaks
    - Tear down our config frame to unregister events
    - SetTexture -> SetColorTexture
    - Use SetUserPlaced and remove UIParent_ManageFramePositions hooks
    UIParent checks PlayerPowerBarAlt:IsUserPlaced() before adjusting
    it's position now.
    - Remove cvar handling and show the text ourself
