Forecast tweaking.

Adirelle:
    - Added an arbitrary minimum pool of focus.
    - More accurate estimation of periodical focus incomes.
    - Use more focus when all attacks are in several seconds.
    - Slightly enhanced the spell forecast.
    - Accept other hunter's mark.
