49 - Cannot apply templates with left-pointing arrows

Templates with left-pointing arrows (e.g. Shaman Dual Wield Specialization) cannot be applied because of a bug in the algorithm.

In apply.lua remove "cp = cp - delta" and put "cp = cp - (nrank - rank)" after the setting of nrank. Why? Because otherwise when we fail to apply 3 points to DWS, we still deduct 3 points from cp, resulting in a "not enough talent points" error.
