17 - Track 5 instances per hour limit

Currently there is a 5 instances per hour limit. It would be nice to track and display this. This limit is also per account, not merely per character.

A convenient place to display this would be in the data broker text. We should display the number of instances we've done this hour, and when we are on 5 instances we should also display the time left until the 1st instance is older than an hour (the time it takes until only 4 instances have been done in the last hour).

Useful functions include IsInInstance().

Useful events include PLAYER_ENTERING_WORLD.
