15 - add oRA3 interoperability

Apparently people running oRA3 will communicate whether their cooldown times are affected by glyphs and/or talents. It might be nice if RaidCooldowns could at least listen to that data if not broadcast compatible data of its own (if the user is not running both oRA3 and RaidCooldowns that is).
