40 - Player cast bar when on a vehicle

What steps will reproduce the problem?

Have quartz installed, updated, and selected on your addons menu.
Vehicle i first noticed this on was a dragon for the wyrmrest dailey at the wyrmrest temple in dragonblight.

What is the expected output?

Expected the cast for the dragon vehicle's attacks to display on the "Player" cast bar.

What do you see instead?

The vehicle's cast bar was reverted to the default Blizz cast bar. Whish is doubly strange as i thought it was turned "off".

What version of the product are you using?

r23-release

Do you have an error log of what happened?

no error was produced so i'm guessing it's something new from blizz with how vehicle casts are handled that just needs updating.
