154 - Delay GMOTD

What is the enhancement in mind? How should it look and feel?
I noticed the new version of Chatter has a small option now to delay the GMOTD so that it appears below the addon spam and such.  I think this would be a great addition to Prat.  The Chatter delay is 2.5 seconds, non-configurable.
