54 - Configuration mode only shows dummy health and power bars

Using r20090110233729.

Configuration mode (either Solo or Party) causes dummy frames to appear correctly. However, I have Health, Power and Cast bars enabled in my layouts, but only Health and Power bars appear in the dummy frames.

It's possible that other bars aren't shown when they should be too.
