55 - new condition "target health > x%" / "target not dead"

What is the enhancement in mind? How should it look and feel?

I tried using Parrot to alert me when my debuffs on my target fade so I can renew them (rend for example)

I created a new event (target debuff fades) for my rend ability (displayed as sticky) and it works perfectly well.
But... if my target dies Parrot displays the sticky "Renew Rend!"

So I request a condition like "target health > x%" or "target is not dead"

Please provide any additional information below.

"target health" already exists as condition (used for Execute ability where health < 20%)but I need it the other way round (health > 0% or not dead or "damn bastard still alive")

    I added the conditions in the latest alpha (v1.7.2-11-gd4a04e5)
