118 - Trigger system change - Spell misses

What version of Parrot are you using?

v 1.10

What is the enhancement in mind? How should it look and feel?

I'm interested in setting up a trigger for when a certain ability (let's say Mutilate) is dodged or parried.  Profalbert responded to this on curse with "A possible extension to the trigger system is an additional argument to the outgoing miss-condition (spellname/id)."

Please provide any additional information below.
