What steps will reproduce the problem?
1. Install fresh copies of OneBag3 and OneBank3 (with nothing for OneBank3 saved in SavedVariables).
2. Activate "use glow borders" BEFORE going to the bank for the first time.

What is the expected output? What do you see instead?
- The option is enabled fine, with BugSack appearing under the options window.

What version of the product are you using?
- Latest at time of writing (3.0.4-beta)
