- NRT is not handling translations correctly for boss yells (specifically, errors are generated about the global localization table L not existing if no other addons have already created it). For now, move its creation of a local fake localization table L to occur before the boss yell definitions so that it won't error and will hopefully at least work for enUS.

* Add Runed Orb to special items tracking.
* Don't track attendance on the Freya Elders or 3 of the Naxx 4H.
* Track defeat yells for some bosses in Ulduar which don't really die, so that we can show the attendance popup then.
