Increased functionality of the waitlist window

1. Ability to click a button that will announce to channel(s) (Guild, Custom Chat Channels) that tells for Waitlist are being accepted, as part of the message output the format that the waitlist tell should be in.

Example of potential output:
Tells are now being accepted to be added to the waitlist. Please send tells to <name> in the format .....

2. Ability to click a button that will output current waitlist either to a specified channel or to an individual.

[List]_________[] (drop down to select available channels, include option for whisper and whisper target

3. Ability for waitlist to be queried by an individual. Possibly options to restrict who is able to retrieve the waitlist information.

Must be in DKP database
