In lib.OnEnter(): Set the highlighter's frame level to that of the cell.
After creating the highlighter, set its strata to TOOLTIP then hide it.
In change OnEnter/OnLeave to use the highlighter directly instead of cell_highlight.
In lib:Release(): Check whether or not the tooltip exist.
