   In lib.OnEnter(): Set the highlighter's frame level to that of the cell.
   After creating the highlighter, set its strata to TOOLTIP then hide it.
   In change OnEnter/OnLeave to use the highlighter directly instead of cell_highlight.
   In lib:Release(): Check whether or not the tooltip exist.

   In cell_prototype:SetupCell(): Don't pass arg to LibQTip - it doesn't need to know about it nor would it understand.
   Added a highlighter frame which has a texture for cell highlighting,
   instead of creating a new texture and storing it as self.highlight for
   every cell which needs it.
