What version of the product are you using? r202
In certain cases Faction tag doesn't return valid value. I guess it's related with quest objectives. You can see on screenshot the tooltip modified with CowTip and the unmodified one. Dwarven Digging is returned by [Faction:ReputationColor(Faction)].
