4 - Panel Not Visible

What steps will reproduce the problem?
1. Create a panel with any name
2. Delete the panel
3. Create a new panel with the same name

What is the expected output? What do you see instead?
Panel should be created, but instead it's not visible. Restarting WoW causes it to appear again.

What version of the product are you using?
1.13
