28 - Add Hex to TargetCC Module

What is the enhancement in mind? How should it look and feel?

Hex needs to be added to the TargetCC Module.

Please provide any additional information below.

I've been hand adding it for a while now, figured i'd get off my lazy tail and actually put in a ticket for it. Spell ID is 51514, probably ought to go in the IncapacitateCCList
