37 - Raid synchronization

Add functionality to synchronize HeadCount data between addon clients. If implemented, design needs to be fully documented before moving forward.

This feature is very needed. This functionality presents mechanism for this addon to be general DKP and attendence monitoring of all events happened in the guild.

maybe not so much sync, as the ability to transfer a whole raid to another manager, the one in charge of posting to the sites.
the only sync i would want would be in looting, because sometimes a piece of loot is granted to someone so far out of range that i don't get it. (this would be cured as easily with manual loot input tho)

Priority is low due to resource availability.
