3 - Tooltip Clickthrough

What is the enhancement in mind? How should it look and feel?
When the mouse leaves the fubar area, the tooltip should disappear, and not be clickable, since there isn't anything to click in the tooltip. (at least not that I know of)

Please provide any additional information below.
I place the addon on a fubar bar below my action bars, so I often accidentally mouseover it, and I have to move my mouse completely off of the bar and the tooltip to get it to go hidden. All the other addons that I have on the same bar have tooltips that disappear as soon as your mouse leaves the fubar icon / text.

    Please also add an option to completely disable the tooltip.
