18 - Different backgrounds and transparency for different bars

What is the enhancement in mind? How should it look and feel?

I thought I had previously posted this ticket, but I can't find it in this repository anywhere, so I apologize if I'm just dumb today.

I'd like the ability to provide different backgrounds and transparencies for different bars in the same profile, so that my top bar could be transparent, but my bottom bar could have texture.  I know I can achieve this with kgPanels and FuBar, but I don't want to run kgPanels for only one panel.  Thanks for you time.
