55 - Strobe-light on hover-over

Any addon's tooltip that appears in the Fortress has a sort of strobe-light* effect when you hover over it

*Alpha goes from about 75% to 100% every millisecond or so; hence a strobe-light effect.

    Seems to be an issue on TipTacs side.  After disabling it all strobing/flashing has stopped.  Seems to have to do with displaying the tooltip at the mouse anchor when the tooltips are specifically generated by frames (actionbuttons, LDB plugins, etc...)

    I'm not able to reproduce this.

    Does it happen for any broker, or just for some specific ones?
